Meet our Staff

Program Manager
Ken Smith

Ken comes to TMPA from the City of Austin Police Department where he was the Program Manager for Austin Police Department’s (A.P.D.) Selective Traffic Enforcement Program grants. During his tenure as the STEP Manager, A.P.D. was recognized by the State of Texas and the National Highway Traffic Safety Administration for superior performance in obtaining 90% compliance for seatbelt use in the City of Austin. Ken holds a Master Peace Officer Certification and is currently a Reserve Lieutenant.

Program Analyst

Audrey Hukari

Audrey holds a BA in Political Science from Southwestern University in Georgetown, TX. She began at TMPA by providing administrative support, eventually moving into the training and membership department, and is now providing support for the DWI Online Reporting System and "Buckle Up Texas" through research and data analysis. Previously, Audrey worked in Louisville, KY with a non-profit agency doing community organizing for social justice. She has also worked in the Texas State Capitol offices.

Bryan Bell

Bryan joined TMPA as support on the DWI Online Reporting System "LEADRS" in October of 2006. He comes to TMPA from the Brownwood Police Department where he served six years as a patrol officer. Bryan held the position of Field Training Officer where he assisted in revision of the FTO program for the Brownwood PD. He was acknowledged for his duties and was awarded Officer of the Year in 2006. Bryan holds an Advanced Peace Officer certification from TCLEOSE.

Bryan also holds a bachelor degree in Business Administration with a specialization in Computer Informations Systems from Howard Payne University.

Law Enforcement Coordinator

Ray Dittrich

Ray has over six years of law enforcement experience, serving as a Constable's deputy and municipal police officer. He started his career with the Hunt County Constable's Office prior to joining the Commerce Police Department. He served as a Patrol FTO and Community Resource Officer before coming to TMPA.

Ray is an experienced TCLEOSE and defense tactics instructor and is a certified Hostage Negotiator. He holds an Advanced Police Officer Certification from TCLEOSE.

Israel Campos

Israel comes to TMPA from the Reeves County Sheriff’s Office where he was the Training Coordinator. Israel continues to reside in Pecos where he retains his peace officer commission under the reserve program. During his tenure as Training Coordinator, he was honored by the Reeves County Area Chamber of Commerce as being the Law Enforcement Officer of the Year in 2002. Prior to becoming the Training Coordinator, Israel was a Senior Deputy Sheriff and Explorer post coordinator. Israel has set his occupational goals and made assisting officers his number one priority.

Tracy Chance

Tracy came to TMPA in August 2007 with 21 yrs of experience in law enforcement.  He began his career with the El Segundo Police Dept. in Los Angeles, Ca.  After 4 ½ years, he transferred to the Inglewood Police Dept where upon he retired in 2005.  Tracy held such assignments as patrol officer, narcotics, gang and vice investigator, SWAT officer, field training officer, criminal investigations and administrative services.  Tracy’s biggest accomplishment during his career was rewriting the Inglewood Police Department's policy, procedural and field training officer manual while assigned to the accreditation unit.  He also holds an advanced police officer certification from POST (Ca.)

Mike Earney

Michael Earney comes to TMPA from the Kerr County Sheriff’s Office where he was a Training Sergeant. He currently holds a reserve status with the same rank.  Michael has over 13 years of experience in all fields of Law Enforcement and more than 3500 continuing/training education hours.  Michael has been a Patrol Deputy, Corrections and Communications officer as well as an administrator, and has received many departmental as well as citizen recognitions for his accomplishments.  Michael obtained his Master Peace Officer certification in March 2006.

Bill Schwettmann

Bill Schwettmann comes to TMPA with over 41 years of extensive law enforcement experience. He retired from the Florence Police Department as Chief of Police and in addition has retired from the Austin Police Department after serving 30 years as a Senior Sergeant. Within his tenure, Bill has held positions of  Sergeant Investigator, Senior Sergeant of the Motorcycle Division and Chief of the Hospital Police. Bill is a graduate of Blinn College, attended two years at the University of Texas majoring in Industrial Relations/Personnel Management. Also, he attended one year at Central Texas College seeking a law enforcement degree.

Julie Linn


Julie joined TMPA in April 2001 as a Program Assistant to the "Buckle Up Texas" wave support grant and she was promoted to Program Coordinator in January 2002. Julie comes to us with an extensive background in marketing and media relations.  She worked as a marketing coordinator on budgeting, press releases, and other media campaigns.  She also worked for two years in an advertising agency where she bought and planned media for many high profile corporations. Julie graduated from St. Edwards University with a B.A. in Psychology and worked with the Travis County District Attorney's office counseling battered women before going into marketing.
